Mike, I downloaded the recommended three Snowglobe zips from here http://wiki.secondlife.com/wiki/Source_downloads.
It says it is Ver 1.24 dated 18 Nov 2009. And Robin was correct. Although the exe file was set to the right working directory, ALL_BUILD was not. So I'm trying again. Snowglobe is at 1.3 I believe. However, the problem is most likely that your working directory is set to the wrong place.
