The issue comes about because you may have a server for
your local lan. You may _want_ to disable access for the outside
world, using say tcp wrappers, however to the port scanner
these still look like open ports.

Thus John's point that you need firewalling.

_Illegal_ is a strong word. Running servers is against the Optus' AUP,
which is a contractural agreement, and could get you kicked off. 

Stealing textas and biscuits is illegal.

I still assert that Optus' main concern should be upstream bandwidth, not
services. However, if you agreed to the AUP, then yes, you should
stick to your side of the bargain ...
