I'd say yes, it's meant to be serious.

Since you're purchasing a service from them, and since the ISP's lawyers
got them to put agreeing Terms and Conditions as a condition of subscription.

Reality Check: *all* ISPs have Terms and Conditions. Some are merely more
restrictive than others. Caveat Emptor, as always.
