This is just an idea that has been overlooked. If you can't make money with what the bandwidth costs you, find cheaper bandwidth. Don't reply with I have already tried. Some of you can not find it cheaper, I know. But, consider partnerships with ISP that can not reach your coverage area but can supply your NOC. Get the Phone company to match a competitors price even if that competitor can not supply your NOC, you own a wireless network that can reach almost any supplier if needed.
