At the tower (POP) you would need a router in between the 2-3 aPPO's providing service or a cB-aP combination thereby segregating the network and preventing the broadcast traffic to coming back to your NOC.
Also if you have a cheap router connected behind the CPE unit at the customer locations as mentioned by Collin below. You can ping all the devices on either side of the router as well as manage them.
