it might have been an accident that could have been avoided by not playing that
close to the road. Of course I suppose it might not happen the same way another
time....the next time he could land in front of the car.....Then the parents
would have to possibly pay funeral costs...

Do you think if it happens again that a fine should be imposed? If the cops hadn't gotten involved in it and the parents didn't really do much to him and it happened again, what should be done that time?
