Mininally tested and it works. Some suggestions:

## more consistent naming

sox_ng-14.5.0.1-rc1-exe.zip & sox_ng-14.5.0.1-rc1-win32.zip

-->>

sox_ng-14.5.0.2-win32-exe-minimal.zip & sox_ng-14.5.0.2-win32-exe-big.zip

since both "exe" and "win32" do apply to both the "minimal" and "big" packages

## and the GNU GPL and the changelog into all packages

## add a text describing the purpose of single files, something like this:

ffmpeg.exe -- optional external program from "ffmpeg.org" used to decode some 
obscure audio file formats not supported natively

sox_ng.exe -- main EXE of SOX

wget.exe -- optional external program from "https://www.gnu.org/software/wget"; 
used to fetch input files from the internet (instead of from local storage)

soxformat_ng.pdf -- list of supported file formats

...

Question: where did you get the binary of WGET? Did you compile it yourself?
There has not been any working Win32 binary of WGET available for many years:
"https://savannah.gnu.org/bugs/?61038";
