Do you have network tests enabled?  (No -L flag on spamd)

Do you get SURBL hits when you send yourself a test message with
URLs like these in the message body:

  http://surbl-org-permanent-test-point-MUNGED.com/

or:

  http://127.0.0.2-MUNGED/

without the "-MUNGED"s.
