The legal team reviewed and approved "Linux-syscall-note" to be used "WITH"
licenses,  that should be able to handle the kernel case.  ie.

SPDX-License-Identifier: GPL-2.0 WITH Linux-syscall-note

It should be available in the next version of the license list.
