The contractor claims that the building is 13R and the areas outside the dwelling units are protected per 13 in accordance with the section of 13R. To me this doesn't sit well. There is 28000 sqft of "incidental" space (excluding 16000 sqft attic) and 48000 sqft of residential. Does this really count as a 13R? Is there (or should there be) some reasonable limits as to the amount of space outside a dwelling unit before it is kicked up to the next level of protection?
