I am reviewing a set of plans for a 4 story plus partial basement
motel. The basement and first floor are designed per 13, the wood
truss attic is sprinklered, the sprinklers for the upper floors are
fed from a combination standpipe and the sprinklers on the floors are
designed per NFPA 13R. The contractor claims that the building is 13R
and the areas outside the dwelling units are protected per 13 in
accordance with the section of 13R. To me this doesn't sit well.
There is 28000 sqft of "incidental" space (excluding 16000 sqft
attic) and 48000 sqft of residential. Does this really count as a
13R? Is there (or should there be) some reasonable limits as to the
amount of space outside a dwelling unit before it is kicked up to the
next level of protection? I can't find anything in 13R that would not
allow this arrangement. The local building code gives no guidance.
