If the shaft is noncombustible and the car is noncombustible then you don't
need a head in the shaft IMHO. For hydraulic equipment a head to protect the
sump is in order.

Although since one of the dif's between #13 and #13R is the ability to omit
heads in building service chutes, such as elevators; would seem a simple and
logical deduction about whether they're required in #13D, but then entereth
the code official. Did I say simple and logical? But you can't point to it.
And the biggest dif between BCO's and contractors is what that means:
To the contractor, it means I don't have to;
To the BCO, you must cause it doesn't say you don't have to.

The one's we see in high end homes, don't have Equip rooms per say, the pump

and reservoir are usually under the platform when lowered. If it's
hydraulic, and there is no pump if its a traction motor installation. We
usually install a head at the top, even though 13D doesn't say what to do
with elevators in homes.
