Roland reminds me of a military hangar we did with the same problem. A large expansion tank and a relief valve worked in this situation. In yours; however, the tank should be smaller but it will be expensive.

In order to get high pressures, you have either (or both) thermal expansion which your relief valve will address or pressure surges.
