No, it doesn't rule out the small room rule specifically, because under
the provisions of NFPA-13, 07,
8.6.3.2.4, the spacing of sprinklers in such small rooms can be up to
9'-0" off of any one wall, but
cannot exceed the maximum spacing limitations in table 8.6.2.2.1(a),
which is either 225 square feet
or 130 square feet for calculated systems. The normal SxL method of
figuring up the area of coverage
is not applicable for small rooms, per 8.6.2.1.2, but you still must not
exceed either 130 or 225.
There is nothing in the UFC 3-600-01 which counters that spacing maximum.

to all the armed forces people out there:
the UFC 3-600-01 4-2.3.6 lists sprinkler coverage areas to be in
accordance with NFPA 13 except that they must not exceed 225 sq ft for
light hazard areas and 130 sq ft for ordinary hazard. This effectively
rules out extended coverage sprinklers, but does it also rule out the
small room rule for light hazard areas?
