A number of things do not sound right about this situation. Hopefully we'll get some references for the NAVFAC case noted earlier. However, with respect to the hose flow, I normally take the hose flow at the nearest hydrant lateral and not at the base of the riser. For a 13R system, even with 250 hose added, this is not normally a challenge to the water supply.
Typically these DoD 13R systems have some 13 areas in the building so the flows may not be limited to 4 heads inside. Bill Brooks William N. Brooks, P.E.
