John,

Do you think by "consumer's water system" the SDWA is referring to an
existing system of pipes connected to a private water source like a
well? The modern interpretation seems to include any pipe on private
property regardless of the water source.

Thanks John and Forest. We thought there must be something federal about
it, it's not like the Feds to leave something alone.

Subject: RE: Backflow requirement

In 1974, Congress passed the Safe Drinking Water Act (SDWA) to protect
the
public health by regulating the nation's public water supply. Since
1974,
the law has been amended in 1986 and 1996 to incorporate needed actions
to
protect the public's water supply. Under this law, the water purveyor is
prohibited from installing or maintaining a water service connection to
a
consumer's water system within its jurisdiction, unless the public
potable
water supply is protected against backflow by an approved prevention
assembly(s) installed at the service connection or point of delivery.

The SDWA provides the when and where the National Standard Plumbing Code
(NSPC) the how.

In NJ the NSPC FDC BFP requirement is proposed to be amended back to the
2003 (1700 Ft requirement) from the current 2006 (All requirement)

Subject: Backflow requirement

Does anyone know the history of requiring backflow preventers on
sprinkler systems? I just attended a meeting at the city of Phoenix
regarding their backflow requirement. The discussion turned to where
does/did the backflow requirement come from and is there an EPA, Health
Dept. or Federal mandate to install them? The water departments answer
was "because it's in the plumbing code".
