I seen that. This Bldg is a  single floor with 4 hose valves. Does this mean 
that the standpipe system connects to the sprinkler system riser, or can each 
hose valve individually connect to the sprinkler system mains?

Take a look at 2006 IBC 905.3; "Standpipe systems are allowed to be combined
with automatic sprinkler systems"

The building code described specific conditions where hose valves can be
connected to sprinkler systems, such as covered mall buildings.   NFPA 14
describes the requirements for design of standpipe systems; NFPA 13 same for
sprinkler systems.   Both standards prescribe the provisions for combined
systems but IF you're requirement is for a standpipe system (as prescribed
by CODE), then the answer is likely that the hose connections can't just be
taken off the sprinkler piping.    Unfortunately, it's not just a yes/no
equation so the answer is conditional.

The Engineer of Record has indicated that standpipe hose valves shall be
located in a building that we are designing. Of course he hasn't shown how
they are to be connected, his note is to connect to the sprinkler system. In
the past I have ran a separate main w/ a control valve from the riser to
feed the hose valves. Can they be connected to the sprinkler mains?
