Before it was taxed into Vancouver, BC there was an active movie world up here. Pioneer Square was used for period work because unlike in most cities the modern downtown grew only to the north of the old downtown instead of surrounding it. Setting up exterior shots was much easier. I've worked on these sound stages and even when they build interiors with open fronts and no roofs they're typically on elevated platforms. The lights are very hot and they worry about setting off the sprinklers (and I suspect that the worry comes from at least one past incident but has morphed into an always) but maybe not in a tall building like you've described. They also bring in lots and lots of stuff so the analogy of a manufactured home factory is pretty right on only with lots more temporary stuff.
