I agree with the assessment that a single run-in to the building is not good
design. I question multi-fire pumps? You say the building has a looped water
supply? Is the water supply part of a larger grid system or is the loop
supplied from a single source, and for this project only? What I'm getting
at, is it may be preferable to have the fire pump supply the site main
(Loop) rather than the individual risers.

You have 820,000 sq. ft. and only one run-in? Say it isn't so.

You need to break up these systems and provide for multiple run-ins.

If the fire pump is necessary to make the systems work then I see no problem
with submitting a primary and backup fire pump for this size and occupancy
of a building. I mean almost a million sq. ft and 10,000 people? What's
the value of one life versus a fire pump, for the legal award for one loss
you could buy quite a few pumps.
