Ron,
I would be interested to see where the unnamed firm got their data. I
have recently done design for some prisons in TX. The construction is
concrete and the combustible loading in the dorm and common areas is
minimal (I would think mostly bedding or furniture upholstery). The
separation between units is concrete block or concrete walls. I would
also think that the most prevalent ignition source would be smoking
as most of the other potential sources would be isolated from the
population. Given those circumstances, I would think the QR reduction
would be appropriate.
Also, the quote said "Due to the higher than normal potential for
fire.....". That deals with frequency and not severity. The QR
deduction assumes that by getting water to a fire earlier, the fire
will be knocked down quicker, lessening the severity. It's apples and oranges.
