I would still consider calling them. I have done so many times. Tell the GC
you are calling them, and will copy them on any discussions had. The
statement may come from a legitimate concern. You never know unless you ask.
If you really cannot talk to them for one reason or another, simply work up
the CO, and submit it without any discussions. Include all code references
with copies from the book. Show you are right. When the owner gets it, the
engineer will be asked why they are costing them more $$$.

I would still call them. You can follow up in writing with phone
conversation letters etc...

Unfortunately they didn't call to discuss their concerns before putting
it in writing and rejecting the drawings. Now we have to reply in
writing through the GC and so on and so on. A giant waste of time with
no benefit to anyone.
