I personally know the RJA FPEs in Dallas and they are awesome. However, you must know that Tom Izbicki, of that office, was also the FPE for the City of Dallas and has seen these issues from both sides of the table. The Dallas RJA office, and particularly Tom Izbicki, is one of my top preferences for doing work for us. I would rather have them over almost all of the others that I deal with. However, with the exception of the other 2 FPEs that used to be in the Dallas office, I have had terrible luck with some of the other RJA offices. I don't agree to increasing the area because of a "higher potential for fire". However, if the intent was to say "the fire potential is higher", that is larger fire area is anticipated, then I would agree. One can argue that an intentially set fire by the inmates is highly probable. If this is the case, a larger area would be proper without increasing the density because of the limited combustibles. The fuel load is what it is, but the quantity of involved materials may be larger because of inmate activity. But, this should have been presented "clearly" in the specs.
