The NFPA 13 ROP and ROC both have items that should help clear up the issue. IF the proposals are accepted as written, any sprinkler protecting a dwelling unit (residential or QR) fed from a dry system will have to deliver water within 15 sec. (Reference section 7.2.3 and subsections)
