The determination comes from a collection of several pieces of information generally established by the Structural engineer and or Architect. That information gives the criteria that is used in conjunction with the IBC Tables in Chapter 16 and ASCE 7 to classify the site, the building design category and a host of other info. Once all that has been determined it comes down to the Design category as to whether you will be required to provide bracing or not.
You can not base the requirement of bracing on just the NFPA 13 maps anymore. There are no "zones". There have been numerous discussion on this topic here. If you get a chance do a search and get comfortable because there's a lot to read. Craig L. We would like to know what determines when seismic protection is required in buildings. We know NFPA #13 tells us how to install the protection, but not when it is required. Thank you.
