The IBC will determine when buildings require seismic protection - your project
architect and/or structural engineer should do an analysis of the site, based
on established seismic activity data that can be obtained from several
different sources, including USGS. After determining the extent of seismic
reinforcement that is required - or not - the requirement would theoretically
be passed on to you.

The doesn't necessarily stop an AHJ from requiring seismic bracing however; the
Federal Government (especially the armed forces branches) are now requiring
seismic bracing on just about every project regardless of geographical
location.

Subject: Seismic Protection

Good Morning. We would like to know what determines when seismic
protection is required in buildings. We know NFPA #13 tells us how to
install the protection, but not when it is required. Thank you.
