The location of the FDC has absolutely nothing to do with the question of standpipes or not. It's all about FD access. The presence of an FDC would strongly suggest access to that point but not always. The absence of the FDC from a particular area suggests nothing about access.
Only the AHJ can tell you how they interpret access. There is one rule of thumb if you can drive a fire truck there it's access. So a parking lot for cars is access under that rule. The other rule of thumb is required access. The code only requires you be able to park a fire truck within 150 of all points of the perimeter. So from the road maybe the parking lot is not part of the REQUIRED access. IMHO and based on experience if there is a parking lot at 33' you will end up with standpipes 99% of the time. Tell them to find 3' of dirt or sink the foundation 3' or some combination of the two. Chris Cahill, P.E. What if the lower potion of the building doesn't have fire department access? Say that it's a parking area for the residents and there is no FD access. Then the FDC is routed to the east side which has the highest level of floor occupancy 23' above the FD access. Would a standpipe be required in this situation? I'm agreeing that a standpipe is required by the letter of the code, and that the FDC should be on whatever side or access lane the FD wants it to be, regardless of height. The east side of the building is only 23' above the lowest level of fire department vehicle access. My question is if the FDC is located on the east side of the building can the standpipe requirement be eliminated since the 23' is less than the 30' required by IBC 905.3.1?
