Mark,
The government is in a unique position to not limit competition by naming 
specific manufacturers of specialty items,particularly if the desired item is
only made by one manufacturer.They get around this by writing a specification
that can ONLY be satisfied by the desired componant.Sounds like a conspiracy
theory,but it really isn't.They are just attempting to get what they want and
nothing less(they may have their reasons).
If possible,try and find a competitor who may have done a similar project with
the same branch of the government(GSA,AEC,etc.).If this fails,try and make
direct contact with the spec. writer,he may tell you(off the record)where to
find it.
