Somehow he must have the idea that if there is a fire under the platform that it's better to wait until it releases enough heat to fuse the ceiling heads that are shielded by the platform. My preference would be to start pissing on the fire as soon as possible. Uses less piss and burns up less stuff. So yes, he has backwards thinking. Everything about the codes seems to (typically 'cause there's always exceptions) direct the designer to get the water on the fire as fast as possible. Why would you not want to do that?
