When a PE asks our opinion, we give it. If they proceed with using it, one hopes it's not based upon hearsay alone, (Us) but prudent engineering practice and experience. When they ask our opinion, and then reply "I don't think that's necessary" we hope it is again based upon "good engineering practice and experience" Too often we find that they have no "Fire Sprinkler" experience other than a NFPA 3 hour class on 13. SFPE has defined the role of the PE, and the layout tech. If we are required to live with it, I see no reason not to also use it to establish liability. I say the owner has to pay, which some say is unfair, but is only because most owner are not aware that E&O insurance is carried by their engineers and architects, and the engineer will be one of the last people to make them aware of that.
