It's a bit dated and on the electrical side but is related to deficiencies that were found and not properly reported.
Oregon Man Faces 85 Counts of Recklessly Endangering Apartment Residents in Lake Oswego http://www.salem-news.com/articles/may192007/oswego_alarm_2_51907.php I think they had another case that was very similar on the sprinkler side with some other individual but I don't remember the details and can't find the outcome of that situation. So if it is locked and not supervised, you may meet NFPA requirements but not IBC. Now the question comes up. If you are doing and NFPA 25 inspection, are you just doing it to NFPA standards or to the local building/fire codes as well? The inspection is done per 25. Nothing in 13, IBC, or anything else comes into play. Which is why if I see a lock, I will green tag. If I see nothing, and price the correction, I do so per ALL applicable codes. My thinking is the later liability of pricing something that does not meet code. With the inspection, we are covered if we stay within the guidelines of 25. But for corrections, I think it is a different matter. R/ Matt Matthew J.
