WHat does when the FD draws water or how much have do with this discussion? You are confusing reality with the explicit methodology of 13. The standard provides repeatability - period. The only thing it has to do with reality is THAT IT WORKS. This applies not just to this question but basically EVERYTHING regarding hydraulic design. Maybe it falls under quantum mechanics.
