They don't call it maintenance since the system is not in service yet.

Has anyone ran into the problem where the AHJ will not let you remove
the clapper or flip the check valve because the system has been
hydrostatically tested and if we touch the check valve we must re-test?
This particular AHJ requires a valve by-pass around the check valve for
BFP testing.

Try using the Tyco Model CV-1F Check Valve, just remove the cover and
takeout the check, reinstall the cover plate (4 bolts) and let it flow,
with due caution for traffic, foliage, landscaping, pedestrians, dog and
cats.
Heck, we all do the internal inspection of the check valve every five
years anyway, here is what I do:

CHECK VALVES:

Inspection: Valves shall be inspected internally every 5 years to verify
that all components operate correctly, move freely, and are in good
condition. 

Maintenance: Internal components shall be cleaned, repaired, or replaced
as necessary in accordance with the manufacturer's instructions Check
valves in sprinkler system shall be UL listed or FM approved, have hand
hole covers to provide adequate access to facilitate inspection and
repair, without the removal of the valve from the system, and shall be
listed for installation in the vertical or horizontal position.  Wafer
check valves are unacceptable. All check valves shall have a working
water pressure of 250 PSI.

The alarm check valves (ACV) or device acting as a ACV shall be equipped
with gauge connections on the supply side of the valve clapper or
backflow device. (Test Cock 1 on a DCVA backflow preventer)

TESTING:

NFPA 13, Section 8.16.4.6.1 Backflow Prevention Valves

Means shall be provided downstream of all backflow prevention valves for
flow tests at system demand.

The full flow test of the backflow prevention valve can be performed
with a test header or other connection downstream of the valve. When
flow to a visible drain cannot be accomplished, closed loop flow can be
acceptable if a flow meter or site glass is incorporated into the system
to ensure flow. 

For backflow preventers sized 2" and under, the forward flow test shall
be acceptable to conduct without measuring flow, where the test outlet
is of a size to flow the system demand

All backflow preventers installed in fire protection system piping shall
be tested annually in accordance with the following:   

(1)  A forward flow test shall be conducted at the designed flow rate,
including hose stream demand, of the system, where hydrants or inside
hose stations are located downstream of the backflow preventer. 

(2) A backflow performance test, as required by the authority having
jurisdiction, shall be conducted at the completion of the forward flow
test.
