I think (and that's dangerous so take it for what it's worth) that
you're on to something with the rack storage concept. You've got two
tiers of racking at less than twelve feet. Just how combustible is a
car and how will the fire likely spread? What would be the horizontal
spread rate of the fire (car to adjacent cars, the one above will be
at least damaged before the sprinks respond) so how big a design area?
How much surround and drown water would you need? Now I could say
increase the density to OH2 and the area to 2500 sqft but that would
be simply speculation on how to obtain a result. But I don't think one
car on top of another is any big deal unless somebody really thinks
that if one car ignites you can save every other car from damage. Even
when we have a single layer we allow (and should expect) damage to
anything within the design area (I figure that's about fifteen cars).
