AS part of a 25 inspection, and the owner has not identified this area as having been changed since the last inspection? I'd say you note the clearance issues, state that the system may have been accepted by the AHJ as installed, and notify the owner that NFPA 13, 2010 has some specific recommendations/requirements for new or revised systems that their State Arch. May want to review for future inclusion in their "Building Improvement Program".
