We are just finishing a court case where the total flooding system was not
designed to take into account "soak" time and room leakage over the required
soak time. Total loss and deformation of structural steel beams.
The industry can recover wet paper by freeze drying, but not burnt paper.
Depends on the clients ability to handle the expected loss. The Temple Law
library fire many years ago showed what can happen if there is no sprinkler
protection, the library had a fire where some of the most historic law
documents were stored and because of aversion to water damage sprinklers were
not provided in the vault where the collection was stored, the area outside the
vault had sprinkler protection. When the fire was extinguished the collection
in the vault was almost all consumed while the collections outside the vault
had a 90% restoration rate because they were wet.
Depends on which direction the Owner wants to go.
Automatic fire sprinkler protection is usually the best way to protect
contents, occupants, structure and fire fighters because there are simple and
reliable.
Have a fire safe day.

Jim:
Based upon you "Risk Aversion" Less water not more would seem to be the answer.
So much so that No water would save the building and those un replaceable
"Paper files"
Total flooding gas system?????
Water damage can be just a damaging to paper as fire. Your own what if, should
support the owner spending the $$$ for gas.

Roland,
It is usually considered as an Ord Group II or Extra hazard area within a light
hazard occupancy. This type of storage should be protected based on the fuel
load present not the general hazard class of the facility.
You need to remember that when this type of file storage burns someone is going
to pay for the loss of the files and the resulting loss of income for the
institution. And the contractor referring to NFPA 13 with the referenced
testing done by the GSA available and not refuted by NFPA 13 could leave the
sprinkler contractor hanging, especially if the contractor does not look at the
details of the shelving units being used, and the configuration of the storage
modules.
