If you have a full complement of sprinklers above the clouds, then the cloud sprinklers are no different (hydraulically) than a ceiling complement below an interstitial space, or sprinklers below obstructions such as ducts. NFPA 13 is clear on the intent the only the most demanding complement is required to be calculated.
