Just to clarify, the trip test valve will be used yearly, 2 of the 3 years are 
a "partial" trip test where you need only leave the supply valve cracked open.  
The reasoning is this tests the valve's actuation without filling the entire 
system with water, generally you just fill the riser pipe as long as your quick 
to shut it off (prevents you from having to drain all the low points etc).  The 
quarterly tests of the water flow alarm are the only test that may be done with 
the air bleed, the annual test is designed to test the funcionality of the 
valve, where the quarterly test focuses only on the alarm device itself.

Looks like the trip test valve is used at least every 3 years, and as often
as every year if air can't be bled off at the dry valve.
