Oops, you are correct, I forgot I'm reading the non-handbook version since the 
handbook isn't out yet (I'm used to the annexes being on the same page).

Section A.13.4.4.2.2.3 suggests that bleeding air at the dry valve is
acceptable for a partial flow trip test.  If I'm reading that correctly, the
trip test valve should only be needed every 3 years.  Am I missing
something?
