Ken, 

I had one call me incompetent regarding a code path interpretation I'd 
made. Regarding an independent AFSA Informal Interpretation (that 
incidentally followed exactly the same path I had) was deemed 
incorrect and the author categorized as not understanding the intent 
of 13. That author was Roland.
