I believe you are not understanding my explanation, maybe because my
explanation was poorly done - try this:

Lets say you have a backflow in a pit or heated enclosure directly after
the property line with an FDC on the discharge side of the backflow
(system
side) and then underground piping to the building feeding a system
riser.
The fire marshal says you cannot do this because you will be
pressurizing the underground supply; you have to come off the interior
piping and pipe back out to the free standing FDC; which in turn may be
or may not be required to be right next to your pit.
