Ken, your first point - yes, but on your second point, the closets don't have to be exterior - I'm referencing the first exemption 'closets in garages' and not the second 'closets on exterior balconies.' I think the point is that if you don't have to sprinkler garages then you likewise wouldn't sprinkler closets in garages since the closet is 'in the garage.'
