The dependancy chains looks like this (more or less):

pymssql ==> DBlib ==> FreeTDS ==> wire

pyodbc (Unix)  ==> iodbc / unixodbc ==> FreeTDS ==> wire

pyodbc (Win)  ==> ms-odbc ==> OLEdb  ==> wire

The unicode problem for pymssql is in DBlib, not FreeTDS
