Yes an earlier build worked correctly. No issues with any functionality.
I received the message after reverting back to the 4/10 version and on the first startup of the Control panel (via the installer's check box) that is when I received the error. But one I clicked OK and then started the control panel as admin, via the tray, everything seems right back on the 4/10 version again.
