Hi, Chris.
You have the keyboard plugged into the right place: it's the ADB (Apple Desk
Bus?).  The ADB cord can plug in either end of the keyboard; the mouse plugs
in the other end.  The bus with the keyboard symbol is for a PC OS-2
keyboard.  It's supposed to be hardware supported; I've never had one to
try.
There are little plugs on the mother board going to the power supply. Check
that the numbers match.
Also trace the wiring back from the front panel.  That would be from the
hard power switch, the reset switch, the neon light, the speaker, and the
fan.  If they're plugged in the wrong place you'll get no start-up.
If I remember right, the printing on the mother board, the shape of the
plugs, and what they're wired to, should let you sort that out.  (Having one
of those little plugs just plugged in on one pin and not two gave me "Dead
Max" one time.)
A dead keyboard can also get you: try another one.
