For some, the same thing can be said about portlets. And certainly the first portlet specification (JSR 168) qualifies, as it doesn't support portlet specific non-inline CSS, dynamic images, file downloads, etc. (you'd need to setup a separate servlet, which defeats the point of a portlet). It's not until the second specification (JSR 286) that portlets can be considered seriously, IMNSHO.
