My browser of choice is OmniWeb in OSX. However, I do use IE or Safari for a number of sites that just don't play well with OmniWeb.
As you know already, in the Preferences section of IE you can set one of four settings when receiving cookies (Never ask, Ask for each site, Ask for each cookie, Never ask)
I assume that is where you set it to ask for each cookie.
You can also click on the individual web site's cookie setting, and change it. (choices appear to be Accept, Enabled & Decline) After that first USPS cookie shows up, you might try opening the Preferences setting, and see what the status is of the USPS cookie. If the cookie status is Accept, you might change its status to Enabled. (or change Enabled to Accept)
I don't know if this will help or not, but might be worth a shot.
