Did you NAVIGATE to the transferred file in the file selection window? You should have seen the file in the window and merely selected it to be imported. That file will NOT have + or - capabilities. After you import it, however, the result will be an SQLite database containing bookmarks. After importing, you view the database by going to [Bookmarks > Manage Bookmarks] on the SeaMonkey menu bar.
