In my experience, once SM starts checking mail automatically during a
session, it will continue doing so no matter what you do to the prefs.
So if you really want it to stop checking, you have to terminate SM
after setting the new preference, which takes effect in the next session.

It would be ideal if the devs would add a notation "(takes effect
after SeaMonkey restarts)" or something to that effect.

I've had this setting checked for quite a while, before many many
restarts, and still the automatic email downloading continues (in the
background) even when Mail&  Newsgroups is closed. For my purposes,
the interface design seems exactly right -- it just doesn't work
properly.

Your suggested notation sounds like it would be useful in your
situation, because otherwise how would anyone know that a restart is
required?

Edit | Mail & Newsgroups Account Settings | Server Settings"
        [ ] Check for new messages at startup
        [ ] Check for new messages every nn minutes
        [ ] Automatically download new messages

CORRECTION: Unless all three are UNchecked for all your accounts, SM will check, and for those accounts where the third option is checked, it will download messages. It's not enough to clear the boxes for one account.
