as soon as possible I will try using a smaller scope.
I am succesfully using 4 /22 scopes with failover on 1.2-RELEASE.
When you enable failover, both systems will generate a complete empty
file for all possible hosts. This can easily add up.
The non failover behaviour is to only write entries in the leases file
for hosts it has seen once.
