Generic binaural is the equivalent of a dummy head microphone recording, which 
works rather well for most people.

But to answer the question as to why not just release in that format: because 
it doesn't sound right when played over a regular stereo system.

Maybe one could issue "special edition" albums, where if you buy the album you 
get all tracks in two versions, but that might confuse users and they may sync 
the wrong version to the mobile device, and even if the correct version is 
synced to the mobile device, many people use the iPhone/iPod simply as a 
storage device and hook it up to a stereo elsewhere (car, vacation home, etc.)

So unless things are properly tagged and part of the eco system, that's not a 
user friendly solution, and once the mass market is willing to make such 
infrastructure adjustments, it's equally likely they may as well just binaural 
processing into the devices, particularly since iOS is based on OS X and Core 
Audio, and thus it's easy to provide the required software to the devices.
